Overview of State Regulations
Utah has adopted the federal asbestos regulations. Cities and counties may have their own requirements. Cities and counties must be contacted, with sufficient notice, before any asbestos work commences.
State/Federal Agencies Involved with the State Asbestos Program
The following agencies/entities have asbestos-related regulatory and enforcement responsibilities in Utah:
A. The Department of Environmental Quality, Division of Air Quality (contact phone (801) 536-4173 , general phone (801) 536-4000) is involved in the following state/federal asbestos enforcement/requirements:
- training courses - The state training course program for asbestos personnel is fully approved by the EPA Region 8.
- certifications
- licensing
- pre-abatement notifications/approvals
- review of abatement designs
- NESHAP/demolition/renovation/wet/tag/bag/bury
- AHERA/schools
- site audit/inspections
- sampling/site clearance requirements
- transportation
- disposal.
B. Utah Occupational Safety and Health (contact phone (801) 530-6437 , general phone (801) 530-6901) is involved in the following state/federal asbestos enforcement/requirements:
- OSHA/worker safety/medical surveillance
- site audit/inspections.
C. City Governments and County Health Departments are involved in the following city/county/state/federal asbestos enforcement/requirements:
- requirements vary, assume all cities and counties require notice for all asbestos projects.
D. The EPA Region 8 (contact phone (303) 312-6204 , general phone (303) 312-6312) does not have primacy in Utah's asbestos program.
E. The Utah OSHA Office (general phone (801) 487-0680) is involved in the following federal asbestos enforcement/requirements:

Federal regulations require laboratories and analysts performing asbestos analyses to be properly accredited. Contact the two following organizations for accreditation information:
